To open a clinic in Egypt, start with the doctor: the Ministry of Health and Population (MOHP) licenses a private clinic to a doctor registered with the Medical Syndicate. Medical centres and hospitals add space minimums and, for a hospital, written Permanent Committee approval for foreign staff and ownership changes. Decide who holds the licence
A private clinic is licensed to a syndicate-registered doctor. For a medical centre or hospital, settle the owner and the structure first.

Form the company, if you need one
GAFI states one working day for a one-person or joint stock company filed in person. In Sharm, Dahab and the Gulf of Aqaba tourism sector, a non-Egyptian project must be an Egyptian joint stock company.

Tax card and e-invoicing
Registration with the Egyptian Tax Authority (ETA). The 8-month temporary tax card cannot issue e-invoices; standard activities get the 5-year card.

VAT, where it applies
Compulsory at EGP 500,000 turnover, and earlier for some businesses. We check whether your services carry VAT; medical devices you buy carry 5%.

MOHP licence
The premises are fitted out to the checklist and inspected. A private hospital adds the MOHP inspection fee and a medical stamp duty calculated on its capital.

Staff approvals
A work permit for each foreign employee under Labour Law 14/2025 and, for a private hospital, the Permanent Committee's written approval as well.
In the Decree 128/2022 areas, every later change of shareholders goes back through the security approvals and GAFI or FRA; for a private hospital, the Permanent Committee approves ownership changes too. We plan the structure for both from the start.

How do I get a medical clinic licence in Egypt?
MOHP licenses a private clinic to a doctor registered with the Medical Syndicate, so the doctor's registration comes first. The doctor then needs a tax card, e-receipts for patients in the Sharm El Sheikh area, and regular books from 2028. We check the simplified regime under Law 6/2025, at 0.4% to 1.5% of turnover, before the first return.
What are the MOHP requirements for a medical centre?
Per MOHP checklists, a medical centre may have at most 25 beds, at 8 m² per bed, and needs a major operating room of at least 20 m². Those minimums fix the floor area, so we size the premises and the budget around them before you sign a lease. The checklists are undated, so we confirm details for each file.
What does a private hospital licence in Egypt cost?
Per MOHP checklists, the government items include an MOHP inspection fee and a medical stamp duty calculated on the hospital's capital. The hospital needs at least 15 beds. Company formation, fit-out and staff approvals add their own costs, which we itemise for your plan.
Can a foreigner own a clinic or medical centre in Egypt?
We do not publish a general answer, because no official source we could verify settles it. What is settled: a private clinic is licensed to a syndicate-registered doctor, a hospital's ownership changes need Permanent Committee approval, and in Sharm El Sheikh a non-Egyptian project must be an Egyptian joint stock company. Can a private hospital employ foreign doctors or nurses?
Yes, with approvals.
