FAQ
Business in Sharm El Sheikh, Egypt: questions
Where is your office in Sharm El Sheikh?
Office 314, Al Azizia Mall, in Ras Kennedy on Al Salam Road, Sharm El Sheikh. We are open every day from 09:00 to 23:00. Use our Google Maps pin for directions, and send us a WhatsApp message before you come so the right file is on the desk. We consult in Arabic, English, Italian and Russian.
Can a foreigner start a business in Sharm El Sheikh?
Yes, within the Sinai rules. Since 1 April 2022, Decree 128/2022 requires a non-Egyptian investment project in Sharm to be an Egyptian joint stock company, with at least three founders and EGP 250,000 issued capital. The decree sets no minimum Egyptian share, but later shareholder changes need security and GAFI or FRA approval.
Do I need an Egyptian partner to open a business in Sharm?
Not under a fixed percentage. The 55% Egyptian-ownership rule comes from Law 14/2012 and applies in El Tor, Saint Catherine and the rest of Sinai outside the decree areas. In Sharm El Sheikh, Decree 128/2022 sets no percentage but requires the joint stock company form for non-Egyptian projects and security approvals for later changes.
Who must issue e-receipts in Sharm El Sheikh?
Under ETA Decision 484/2022, every income-tax and VAT taxpayer in the Sharm El Sheikh area who sells to consumers has had to issue e-receipts since 1 November 2022. That includes cafés whose meals are VAT-exempt. Sales to businesses go on e-invoices, and costs without an e-invoice or e-receipt are not recognised for tax.
Can a foreign-owned business buy its premises in Sharm?
No. Under Decree 128/2022, land and buildings in Sharm El Sheikh may be owned only by Egyptians or wholly Egyptian-owned entities, and Law 11/2024 did not change that. A company with a foreign shareholder leases its premises or holds a long-term usufruct, and every ownership, usufruct or real-estate dealing needs prior security approval, or the contract is void.
