FAQ
Business in South Sinai: questions
Do you work with businesses outside Sharm El Sheikh?
Yes. Our office is in Sharm El Sheikh, and we serve businesses in Dahab, Nuweiba, Taba, El Tor, Saint Catherine and Ras Sudr mostly on WhatsApp and email. Documents travel as photos or scans; originals and signatures are planned in advance. We reply the same day during office hours, 09:00–23:00 every day, in Arabic, English, Italian or Russian.
Does Decree 128/2022 apply in Dahab?
Yes. Since 1 April 2022, Decree 128/2022 covers Sharm El Sheikh, Dahab and the Gulf of Aqaba tourism sector, and takes them out of Law 14/2012. In Dahab, a non-Egyptian project must be an Egyptian joint stock company with no minimum Egyptian share, later share changes need security and GAFI or FRA approval, and land stays Egyptian-only.
Does the 55% Egyptian ownership rule apply in El Tor?
Yes. El Tor, Saint Catherine and Ras Sudr remain under Law 14/2012 on the development of Sinai. A project company there is a joint stock company at least 55% Egyptian-owned, so the foreign share is capped at 45%, and it needs a Sinai Development Agency licence before it starts. Sinai land stays closed to foreign ownership.
Are Nuweiba and Taba under the same rules as Sharm El Sheikh?
Possibly. Decree 128/2022 covers the Gulf of Aqaba tourism sector, but only within the boundaries on its maps, and whether a plot in Nuweiba or Taba town falls inside depends on those maps. Inside, the Sharm and Dahab rules apply; outside, Law 14/2012 and its 55% rule apply. We check plot by plot.
Can a foreigner buy land in Dahab, El Tor or Saint Catherine?
No. Treat foreign land ownership anywhere in Sinai as prohibited; Law 11/2024 did not change that. In Dahab, land and buildings can be owned only by Egyptians or wholly Egyptian-owned entities. Under Law 14/2012, state land goes to projects by usufruct. For a particular unit or plot, the term depends on the contract and the approvals.
