Feasibility Study in Egypt
for Projects in Sharm and South Sinai

A feasibility study in Egypt has to show a lender, a partner or GAFI that the project can pay for itself. We build the numbers month by month, with Sharm's seasons, the staffing rules, Egyptian tax and the Sinai ownership regime inside the model, from our office in Sharm El Sheikh.

01What's in a study

What a feasibility study in Egypt should contain

Seven chapters, each built on your project's own figures. Rates and rules as of October 2026.

01Market and demandWho buys, at what price and in which month. For a Sharm project that means occupancy or covers month by month, average rates by season, booking channels and the competition nearby, from Naama Bay to Nabq. Every market figure we use carries its source.
02Capital costs (capex)Construction or fit-out, equipment, pre-opening costs and the licence file. Under Law 8/2022 one licence fee, set by the Ministry of Tourism, covers all agencies; the manager needs a separate licence. The tourism chamber charges a joining fee (Law 27/2023), and construction now carries 14% VAT with input credit (Law 157/2025).
03Operating costs (opex)Payroll with social insurance (employer 18.75%, employee 11%, on an insurable wage of EGP 2,700 to 16,700 a month in 2026), Universal Health Insurance in South Sinai (employer 4%, employee 1%, plus 0.25% of revenue), rent or usufruct charges, utilities, the yearly manager-licence renewal at half the fee and built-property tax on the premises.
04Staffing planHead count by role and by month, from pre-opening to full capacity. Licence applications for tourist establishments show a trained-staff plan of at least 10%. Foreign staff need a work permit (fee set by ministerial decision under Labour Law 14/2025) and, in tourism outlets, Ministry of Tourism approval; the Investment Law caps foreigners at 10% of the workforce, or 20% where qualified Egyptians are not available.Work permits05TaxCorporate income tax at 22.5% with losses carried forward for 5 years, 10% tax on dividends, 14% VAT where it applies and e-receipts on consumer sales in the Sharm El Sheikh area. For turnover up to EGP 20m we also test the simplified regime: 0.4% to 1.5% of turnover, with a 5-year lock-in.Tax advisory
06FinancingOwners' equity, bank debt and shareholder loans, with repayments tested against your weakest months. In a JSC, 10% of issued capital is paid at incorporation, 25% within 3 months and 100% within 5 years. Interest paid to a lender abroad carries 20% withholding, and the thin-capitalisation ratio is 3:1 through 2027, then 2:1.
07Sensitivity and break-evenWhat happens if occupancy falls, prices drop, opening slips by a season or costs rise. We show the break-even point and the month when cash is lowest, so you and your lender see the risk on paper first.

02Process

How we build a feasibility study

  1. 01

    Scope

Tell us the project, the location and who will read the study: a bank, a partner or a Golden Licence file. We agree the chapters, the format and the fee before work starts.

    Reply the same day, 09:00–23:00

  2. 02

    Inputs and site rules

You send quotes, the lease or usufruct offer, drawings and any operator figures. We collect the licence, tax and staffing rules that apply at that address.

Depends on how ready your figures are

  3. 03

    The model

A monthly model over the study period: revenue by season, capex, opex, payroll, tax and debt service, with every assumption written down and sourced.

    Dated sources for every rule

  4. 04

    Review with you

We walk you through the weak points and the sensitivity results, on a call or at the office, and adjust whatever you can evidence better.

    One or more review rounds

  5. 05

    Final study

The written study, a summary for the reader and the key tables, in the format agreed at the start.

    Format set by the reader

Timings depend on your documents, the sector and the reader. We never promise that a bank will lend, that GAFI will approve or that a licence will be granted.

09FAQ

Feasibility study questions

What is the feasibility study fee in Egypt?

It depends on the project's size, the number of revenue lines, who will read the study and how ready your figures are. We don't publish a fixed fee for feasibility studies. We agree the scope and the price with you before any work starts. Send a short project description on WhatsApp and we will propose a scope.

Is a feasibility study required for a Golden Licence?

Yes. GAFI's Golden Licence Guide (September 2025) lists a feasibility study by a licensed consultancy among the conditions, with financial solvency, an implementation timetable and undertakings on utilities and compliance. Companies of any legal form, new or existing, may apply, and the project must meet two or more of eight criteria under Cabinet Decree 56/2022.

What is the difference between a feasibility study and a business plan for a bank in Egypt?

A feasibility study asks whether the project should go ahead at all. A business plan for a bank assumes it will and shows how the loan is repaid: monthly cash flow, debt service, security and the owners' contribution. Many projects need both, so we build them on one model and the two documents agree with each other.

Can you prepare a feasibility study for a restaurant in Sharm El Sheikh?

Yes. For a restaurant or café the study turns on the licence route and VAT. A tourist restaurant licensed by the Ministry of Tourism charges 14% VAT, while a non-tourist outlet is exempt unless it sits in a mall, compound or tourist site, is a chain or charges a service fee. Seasonality and staffing come next.

Can you prepare a feasibility study for a clinic or medical centre?

Yes. MOHP checklists fix the minimums that drive the budget: a medical centre has at most 25 beds at 8 m² per bed and a major operating room of at least 20 m², and a private hospital needs at least 15 beds. Non-Egyptian staff and ownership changes need written Permanent Committee approval, which the timeline must allow for.
